UAE Updates Visa-on-Arrival Rules for Filipinos: What OFWs Need to Know in 2026

Filipinos planning to travel to the United Arab Emirates should take note of updated visa-on-arrival rules announced by the Philippine Department of Foreign Affairs (DFA) on August 18, 2026. The changes are especially important for Overseas Filipino Workers and their families who may be traveling to the UAE for work, family visits, holidays, or short stays.

Under the updated guidelines, some Philippine passport holders can continue to obtain a UAE visa upon arrival. However, eligibility now depends on whether you hold a qualifying visa or residence permit from certain countries.

Distinguishing these two matters because in some cases, having a regular tourist or temporary visa is no longer enough. Here is what OFWs need to know before booking a flight.

Who Is Eligible for a UAE Visa on Arrival?

According to the DFA’s updated guidelines, Filipino citizens holding valid regular Philippine passports may qualify for a UAE visa upon arrival under two categories.

1. Filipinos With Valid Visas or Residence Permits From the US, UK, or EU

You may qualify for a UAE visa on arrival if you have a valid visa or residence permit issued by:

• The United States
• The United Kingdom
• Any European Union member country

This means eligible Filipinos holding qualifying visas from these locations may still be able to use the UAE’s visa-on-arrival program.

For example, an OFW or Filipino traveler with a qualifying valid US visa may potentially be eligible even if they are not a permanent US resident.

The same applies to qualifying visas or residence permits from the UK and EU countries.

2. Filipinos With Residence Permits From Six Other Countries

The rules are different for Filipinos connected to:

• Australia
• Canada
• Japan
• New Zealand
• Singapore
• Republic of Korea

For these countries, the updated DFA guidance specifies that Filipino travelers must hold a valid residence permit.

In other words, simply having a regular visa issued by one of these six countries does not qualify you for the UAE visa-on-arrival privilege under the updated rules.

This is one of the most important changes for travelers to understand. For example, if you hold only a Japanese tourist visa but are not a resident of Japan, you should not assume that you can obtain your UAE visa when you arrive.

You may instead need to arrange the appropriate UAE visa before your flight.

Make Sure Your Documents Have at Least Six Months’ Validity

Eligibility is not based only on the country that issued your visa or residence permit.

The DFA says your Philippine passport and applicable visa, residence permit, or Green Card must be valid for at least six months at the time of your visa application.

That means it is worth checking the expiration dates of all your documents well before traveling. A qualifying visa will not necessarily help if it is close to expiry.

For OFWs arranging family trips or meeting relatives in the UAE, checking everyone’s documentation early can help prevent last-minute complications at the airport.

What Visa-on-Arrival Options Are Available?

Eligible Filipino travelers currently have two choices.

The first is a 14-day visa, which costs AED 100. It may be extended once for another 14 days for an additional AED 250.

The second option is a 60-day visa, costing AED 250. This visa cannot be extended.

Your best option will depend on the purpose and length of your stay. For a quick family visit, stopover, or short holiday, the 14-day option may be sufficient. Those planning to remain in the UAE for a longer period may want to consider the 60-day option.

Remember that visa rules are different from employment authorization. Anyone traveling to the UAE for work should make sure they have the appropriate immigration and employment documentation for their situation.

Where Can Filipinos Apply?

Eligible travelers can obtain the visa through two channels: you can apply at a UAE airport upon arrival, or submit an application online through the ICP Smart Services portal.

If you apply through ICP Smart Services, an additional AED 150 processing fee applies to each request. For some OFWs and their relatives, applying in advance may provide additional peace of mind, especially when traveling with children, elderly family members, or on a tight itinerary.

However, receiving a visa or being permitted to enter the UAE is not automatic. The DFA emphasizes that both visa issuance and admission remain subject to the assessment and approval of the relevant UAE immigration authorities.

Why There Has Been Confusion About the Rules

The August update followed reports of Filipino travelers receiving different information about visa-on-arrival eligibility. Some travelers had reportedly been told by airline personnel that Filipinos holding regular visas from countries including the US, UK, EU states, Japan, Australia, and Canada were no longer eligible.

The DFA subsequently issued its clarification after receiving information from the UAE Embassy in Manila. For OFWs, the safest approach is to rely on the latest official guidance and confirm requirements before departure.

If your eligibility is uncertain, consider checking directly with UAE immigration authorities, the relevant UAE diplomatic mission, or your airline before traveling. This is particularly important because airline check-in requirements can affect whether you are permitted to board your flight even before you reach UAE immigration.

What If You Do Not Qualify for Visa on Arrival?

If you are not covered by the updated categories, you may need to arrange your UAE visa in advance. For example, Filipinos who hold only a regular visa from Japan, Canada, Australia, South Korea, Singapore, or New Zealand should not assume that they qualify under the new rules.

If you have a sponsor in the UAE, you may be able to ask them to help arrange the appropriate visa before your trip. Some travelers have reported taken this approach to reduce the risk of being denied boarding because of uncertainty over eligibility. Remember: always allow enough time before departure for your application to be processed!

A Useful Reminder for OFWs Traveling to the UAE

International travel rules can change quickly, and even a small difference between a visa and a residence permit can determine whether you qualify for a particular entry arrangement.

Before traveling, check three things carefully:

1. Whether your visa or residence permit falls under an eligible country.
2. Whether your Philippine passport and supporting document have at least six months of validity.
3. Whether your airline and UAE immigration requirements are consistent with your travel documents.

Keeping digital and physical copies of your passport, visa, residence card, accommodation details, return ticket, and other relevant documents can also make your trip easier.
